New developments and attractions are reviving the downtown and adding to the tourism industry. Major employers are embracing the emerging electric and autonomous vehicle industries. The recent announcement by Stellantis and LG Energy Solutions to site their $5 billion lithium-ion battery production facility in Windsor presents a once-in-a-generation opportunity, and is the catalyst for further economic investments. These opportunities, coupled with population growth and electrification of our vehicles and homes, significantly increase demand for new energy supply west of Chatham.

Independent Electricity System Operator (IESO) - Municipal Support Resolutions
Ontario’s electricity sector today is seeing growing demand, an evolving supply mix and a drive toward grid decarbonization. Combined, these factors are spurring the IESO’s ongoing large-scale resource acquisition effort to ensure sufficient supply will be available into the 2030s and beyond.
While recent procurements have focused on capacity, which seeks forms of supply that are capable of meeting demand specifically during system peak hours, planning forecasts indicate both energy and capacity needs emerging in 2029 and beyond. IESO is currently running multiple request-for-proposal (RFP) windows, each under a distinct request for proposals, under the umbrella of the LT2 RFP, to procure resources to meet system needs.
LT2(e-1) and LT2(c-1) applicants are required to receive Municipal Support from every municipality within which a proposed project will be constructed as part of the LT2 RFP process. Municipal Support can be granted at the time of project submission, or within eighteen (18) months after the award of an IESO Contract. The City of Windsor remains committed to assisting IESO Qualified Applicants to secure required municipal support for LT2.
IESO Timeline
The IESO provides updates on the LT2 (e-1) and LT2(c-1) RFP Timelines. For the current timeline, please refer to the IESO's web page for Long-Term 2 Request for Proposals (RFP).
The IESO is currently scheduled to close its LT2 (e-1) RFP to project submissions on October 16, 2025 and its LT2(c-1) RFP on December 18, 2025.

The City of Windsor is aligning our timelines to the IESO Timeline.
The Environmental Sustainability and Climate Change (ESCC) Department will develop Municipal Support Resolution reports for LT2 projects and submit to City Council for consideration. In order to provide resolutions in a timely fashion, proponents are requested to supply the following information to the Environmental Sustainability and Climate Change Department no later than October 10, 2025:

The following City Council meetings are available for administration to submit Municipal Support Resolution reports for Council consideration. In keeping with requirements for notice, all documentation is due to ESCC no later than six (6) weeks before Council meetings.
