City Hall Square Outdoor Ice Rink Project

On May 29, 2023, Council approved the preferred conceptual design for the new City Hall Square Plaza, which represents the first phase of the Civic Esplanade project, bringing activation to the City Hall civic area. This project includes an outdoor ice rink, water feature, a pavilion building including washrooms, and gathering space. The site is designed to be a year-round flexible gathering space for public celebrations, announcements, and concession opportunities in the downtown core. On June 10, 2024, Council approved the project and awarded the construction contract to Oscar Construction Company Ltd.

The grand opening of the ice rink took place on December 13, 2025, marking a significant milestone in the activation of the Civic Esplanade.

The grand opening of the summer water feature occured on July 13, 2025, further enhancing City Hall Square as a vibrant, multi-season destination for residents and visitors.
