Sidewalk Cafe Application Process

You must follow the process outlined below in order to complete your sidewalk café application:

Step 1:

  • Engineering will circulate all applications for review to the following:

    • Planning, Parks, Police Operations, Licensing Department, and Enforcement Departments, Ward Councilors, the Windsor Accessibility Advisory Committee, and Business Improvement Areas (BIA) pursuant to Council Resolution 1063/2004 adopted on November 29, 2004. 

Step 3:

  • Once the application has undergone review within each of the service areas, comments and concerns are collected for the department.  If there is no opposition or concern by any of the other parties, a permit will be issued. If there is opposition or concern, a report will proceed to City Council.

Step 4 (if there is no opposition in Step 3, proceed to Step 5):

  • The CAO or City Council will review the report of each application, at which time they will decide if the application will be approved or denied.  If the application is approved, it will continue through the standard process as stated below.  If the application is rejected, a notification will be sent to the applicant and no permit will be issued.

  • The applicant shall meet with a representative from the Engineering Department to review the requirements of the permit (if required). The applicant will be asked to pay the permit fee, as well as an indemnity fee deposit.

Step 7:

  • Once the applicant has paid all the required fees and submitted a Certificate of Insurance satisfactory to the Risk Management Coordinator, a permit will be issued.
