City of Windsor 2024 Public Salary Disclosure for 2023 Compensation

In accordance with the Public Sector Salary Disclosure Act (PSSDA), the City of Windsor is making public the salaries and benefits paid to municipal employees who earned $100,000 or more as reported on their 2023 Canada Revenue Agency T4 slip. The PSSDA was introduced in 1996 with the earning threshold of $100,000 and has not been amended or adjusted for inflation in the 27 years since.

The attached report discloses amounts paid as salary and as taxable benefits to those employees who earned more than $100,000 in 2023. It should be noted that in many cases the amounts reported include one-time payments that do not form part of the normal ongoing base salary of employees, such as acting pay, overtime, retroactive payments, adjustments required by pay equity legislation, and/or settlements.

The Corporation of the City of Windsor is a municipal organization with current annual budgets in excess of $1 billion in gross operating expenditures and $1.9 billion in total capital expenditures as outlined in our 10-year capital plan, and it currently employs 4,133 staff.
