The development as proposed is subject to Site Plan Control.

The applicant proposes a residential development that includes a total of 1,602 units distributed across five towers ranging in height from 17 to 25 storeys, as well as one three (3)-storey stacked/back-to-back townhouse block containing 24 units. In total, 1,725 parking spaces are proposed.

To facilitate this development, the applicant is requesting an official plan amendment to redesignate the northwestern portion of the site from “Residential” to “Mixed Use Corridor” and redesignate the portion of the site within the City Centre Planning District boundary from “High Profile Area” to “Very High Profile Area.”

The applicant is requesting a zoning by-law amendment to rezone the eastern portion of the site from Commercial District 3.6 (CD3.6) to Green District 1.4 (GD1.4); and rezone the site from a Commercial District 1.4 (CD1.4) and Commercial District 3.6 (CD3.6) to a new Commercial District with a Holding Zone that permits a mix of commercial and residential uses and site specific zoning provisions as outlined in the Planning Justification Report.
