Child Care Subsidy Service Agreement Information

A Child Care Subsidy Service Agreement is a contract between a licensed child care provider (licensee) and the City of Windsor - Children’s Services Division (Consolidated Municipal Service Manager) to offer child care spaces to families who are eligible to receive child care subsidy.

If you are a licensed child care provider (licensee) and wish to enter into a Child Care Subsidy Service Agreement with The City of Windsor – Children’s Services Division, you must complete the following application process: 

Process for Entering into a Service Agreement

1.  The following criteria must be met:

  • Providing service within the City of Windsor and/or County of Essex;
  • Are currently a provider, licensed by the Ministry of Education and wish to enter into a Service Agreement for the first time, or
  • Have a current Service Agreement and wish to expand services (this applies to expansion of program or another location)
