Development Charges 

City-wide development charges are imposed on all lands in the City of Windsor.

Commencing June 1, 2018, the following are the newly assessed development charges for the City of Windsor. The three areas identified below ("City Wide", "Area 1" and "Sandwich South Planning District") reflect the rates imposed per the city-wide Development Charges By-law #60-2015, further amended by By-law #108-2018 (see Building By-laws Online).

City Wide - Schedule B

Residential Development

  • Single detached units: $27,760 per unit
  • Semi, row, townhouse units: $19,709 per unit 
  • Apartment: $13,270 per unit 

Non-Residential Development

  • Industrial development: $0 (exempt)
  • Non-industrial development: $12.26 per square foot of gross floor area

Area 1 - Schedule C

Residential Development

  • Single detached units: $2,106 per unit
  • Semi, row, townhouse units: $1,494 per unit 
  • Apartment: $1,008 per unit 

Non-Residential Development

  • Industrial development: $0 (exempt)
  • Non-industrial development: $0.26 per square foot of gross floor area

Sandwich South Planning District

Residential Development
  • Single detached units:$40,826 per unit
  • Semi, row, townhouse units: $27,609 per unit
  • Apartment:$19,582 per unit

Non-Residential Development

  • Industrial development: $0 (exempt)
  • Other non-industrial development: $14.94 per square foot of gross floor area

Educational Development Charge

Effective June 1, 2018 - $305.00 per dwelling unit.
