Banwell Road / E.C. Row Expressway Interchange and Corridor Improvement

In 2016, the City of Windsor completed a Class Environmental Assessment Study (Class EA) to investigate providing an improved transportation corridor along Banwell Road from Tecumseh Road East to the Windsor city limits at the Canadian Pacific Kansas City (CPKC) Railway tracks south of Intersection Road, which will serve the needs of the city of Windsor and area growth through a staged program of improvements over the next 20 years. 

The ultimate intentions for the design and construction of this project following the recommendation of the ESR generally include the following:

  • Infrastructure improvements and widening of the Banwell Road corridor to a six (6) lane/37.3-metre-wide right-of-way (R.O.W.) configuration from E.C. Row Expressway south to Intersection Road then tapering to a four (4) lane configuration just south of the CPKC Railway (city limits) and merging with the upcoming County of Essex Banwell Road widening project
  • An overpass interchange at Banwell Road and E.C. Row Expressway

Detailed design has been completed, and pre-construction species-at-risk (SAR) site surveys and salvage are being undertaken. Construction is expected to commence in August 2025.
