Background

Cabana/Division Corridor Environment Assessment (EA) Study was completed in November 2005. This corridor had been identified as a priority in both the Windsor Area Long-Range Transportation Study (WALTS) and the Bicycle Use Master Plan. The Cabana Road corridor is the only continuous east-west arterial roadway in South Windsor.

The intersections of Cabana and Howard, and Cabana and Provincial Road (including the at-grade railway crossing) were completed as part of the implementation of the preferred plans in the Howard Avenue EA and Provincial/Division Corridor EA.

City Council approved overall project budget of $46 million in the 2016 capital budget for the implementation of Cabana/Division Corridor EA recommended multi-phase improvements between 2016 and 2025.

Cabana Phase 1 - Cabana Road East from west of Provincial Road to Howard Avenue

  • March 7, 2016 – The City retained RC Spencer Associates as their Consultant for the phase 1 design and construction administration under CR 118/2016.
  • May 3, 2016 - Public Information Centre (PIC) meeting for proposed permanent road closures in Cabana Phase 1.
  • November 14, 2016 - Planning, Heritage & Economic Development Standing Committee meeting recommended permanent closure of Kathleen Street and Harcourt Street.
  • December 12, 2016 - Council meeting approved the standing committee recommendation, permanent closure of Kathleen Street and Harcourt Street.
  • April 11, 2017 - Tender 28-17 for Cabana Phase 1 construction closed. Amico Infrastructure Inc. were the low bidder.
  • May 24, 2017 - Public Information Centre (PIC) meeting for the commencement of phase 1 construction. Amico Infrastructure Inc. as the contractor and RC Spencer Associates as the Consultant.
  • November 30, 2017 - Phase 1 construction was substantially completed.
  • January 27, 2020 - Phase 1 construction was assumed by the City and the project was completed in full.

Cabana Phase 2 - Cabana Road from Howard Avenue to Dougall Avenue

  • January 11, 2017 - The City retained RC Spencer Associates as their Consultant for the Phase 2 design and engineering.
  • March 2018 - May 2018 - Phase 2 Union Gas relocation work complete.
  • May 2018 - August 2018 - Phase 2 ENWIN Utilities hydro line relocation work complete
  • August 2018 - November 2018 - Phase 2 Cogeco, MNSi cable relocation work complete; Bell relocation work partially complete.

  • November 22, 2019 – Phase 2 construction was substantially completed.
  • November 23, 2019 to present – Phase 2 work is on contractor maintenance.
