Consultant

Dr. Robert Williams is an independent consultant who had been a faculty member in the Department of Political Science, University of Waterloo from 1971 until his early retirement at the end of 2006. He has extensive research and teaching experience in the fields of municipal government and Ontario politics, and he has participated in ward boundary reviews in many Ontario municipalities, his most recent being the City of Kitchener and the Town of Milton. He was retained by Elections Ontario to assist with the education campaign for the provincial referendum on electoral reform and by the Ministry of the Attorney General in an appeal on a portion of the Ontario Elections Act.

The consultant will direct the ward boundary review process and as a start will gather background information on Windsor's present ward system and projected growth from municipal records and from interviews with City staff, elected officials and a small number of community organizations.

The consultant will also conduct public meetings to involve the public in the ward boundary review process and receive their input.

The consultant will present a final report to City Council during the summer with recommendations based on guiding principles set by City Council, relevant research, and public discussion and input.
