Affordable Pass Program (APP) - What Is It?
The Affordable Pass Program is a program that allows riders the ability to purchase a discounted adult or student bus pass, provided they meet the eligibility requirements.
Who Is Eligible?
Residents of Windsor-Essex County may qualify for the Affordable Pass.
There are three ways to qualify when completing an application and submitting proof of eligibility:
- Allow recipients of Ontario Disability Support Program (ODSP) to purchase an affordable pass at the time of application: Transit Windsor requires proof of benefits (medical/dental and payment stub). Allows spouses listed on the benefit portion of the payment stub to purchase an affordable pass, once the application is approved. ODSP recipients with dependants that are not on their benefit stub must provide proof of their dependants by submitting a copy of the Canada/Ontario Child Tax Benefit Notice or the Harmonized Sales Tax Benefit Notice (these also may be printed from the My Account Canada Revenue Agency [CRA] online site).
- Allow recipients of Ontario Works (OW) to purchase an affordable pass if they are not provided a pass by Social Services: Transit Windsor requires proof of benefits (medical/dental and payment stub). All names on the stub may be eligible to purchase an affordable pass, once the application is approved. OW clients with dependants that are not on their benefit stub will also need to show proof of their dependants by submitting a copy of the Canada/Ontario Child Tax Benefit Notice or the Harmonized Sales Tax Benefit Notice (these also may be printed from the My Account CRA online site).
- Allow all members of a household whose combined income is less than Statistics Canada - Low Income Cut-off (LICO) with an affordable pass: Proof of total household income is required. This means that every member of the household needs to submit their gross income (line 150) by way of the individual's Notice of Assessment. For all dependants younger than 18 years, proof of Canada/Ontario Child Tax Benefit Notice or Goods and Service Tax/Harmonized Sales Tax (GST/HST) Credit Notice is required
Household income is defined as the total income of all members of a household aged 15 years or older. Household members do not have to be related. The most recent LICO table used for this program can be found on the application, which is linked below. Each member of the household must be named on one of the documents submitted from the list below.
LICO documentation to be used includes:
- Notice of Assessment from Canada Revenue Agency.
- Canada/Ontario Child Tax Benefit Notice - required for dependants.
- Ontario Trillium Benefit (OTB) Notice.
- Goods and Service Tax/Harmonized Sales Tax (GST/HST) Credit Notice.
Submit photocopies Canada Revenue Agency (CRA documents page 1 and 2), ODSP and OW documents to Transit Windsor with your application. CRA My Account records are also accepted.
How to Apply?
APP Applications are available at the Windsor International Transit Terminal, 300 Chatham Street West (at Church) and at the Transit Centre, 3700 North Service Road East (at Central).
Along with the APP application form, applicants will need to submit proof of their eligibility. All applications must be signed and dated by the primary applicant and their spouse.
