City Hosting Virtual Public Information Centre on Main Streets Community Improvement Plan Amendment

In 2018, Windsor City Council approved the Building Facade Improvement Program and Urban Design Guidelines for Main Streets Community Improvement Plan. The program builds on recent investment in municipal infrastructure improvements, such as road and streetscape projects. The program encourages improvements to buildings along traditional main streets by offering a building facade grant.

Since the program was approved, many owners have taken advantage of the program and improved their buildings and storefronts throughout many of Windsor’s Business Improvement Areas (BIAs), such as Old Riverside, Pillette Village, Ford City, Wyandotte Town Centre, and Ottawa Street.

The City of Windsor Planning and Building Department will be hosting a virtual public information centre to discuss the amendments to the Community Improvement Plan and listen to your thoughts on the following:

  • Expanding the existing program to other main street areas and property within the area of existing BIAs (and main streets) where improvements would help strengthen and support the main street
  • Change the existing Community Improvement Plan to include more programs that would encourage the redevelopment of vacant or underutilized buildings and property

The study is being done according to Section 28 of the Planning Act. The statutory public meeting in line with the Planning Act will be held at a future Development & Heritage Standing Committee meeting prior to approval by Windsor City Council. Amendments to the CIP will be made available 20 days prior to the statutory public meeting.


The Windsor Building Facade Improvement Program and Urban Design Guidelines CIP for Main Streets builds on recent investment in municipal infrastructure improvements, such as road rehabilitation and streetscape projects and leverages public investment by encouraging the physical improvement of building facades along traditional Main Streets by offering a Commercial/Mixed-Use Building Façade grant. Details and requirements of the Financial Incentive Program can be found starting on page 20 of the document.

Through the Financial Incentive Program, the City will match 50% of the costs for eligible building facade and storefront restoration improvements to commercial and mixed use buildings within the designated Main Street area up to a maximum of $30,000 per project to a maximum of $60,000 per project for larger buildings with multiple storefronts. Grants will also be provided for certain building and development fees for eligible projects. All improvements are reviewed by the Planning & Building Department based on the Urban Design Guidelines which can be found starting on page 44 of the Windsor Building Facade Improvement Program and Urban Design Guidelines CIP for Main Streets.
