City Centre West Community Improvement Plan

On May 23, 2006 City Council adopted the amended Community Improvement Plan (CIP) for City Centre West.  It includes Urban Design Guidelines and Financial Incentive programs to encourage the development of the Urban Village in City Centre West.

It is important to note that the Ministry of Municipal Affairs and Housing (MMAH) is the final approval authority for all CIPs in Ontario and as such they have the authority to request changes to the plan that has been submitted to them for approval.  A copy of the Council adopted CIP is available for download below with the understanding that the plan could be changed at the request of MMAH.


On September 11, 2002 City Council agreed on the need to take a "step back" to evaluate the future of the downtown area formerly referred to as the Western Super Anchor Development Area, after it was decided not to proceed with the construction of a multi-use arena facility. On November 4, 2002 City Council decided that the way to take a "step back", was by undertaking this "Community Improvement Plan", one of the planning "tools" available in Ontario's Planning Act.

The main purpose of this Community Improvement Plan (CIP) is to articulate a new vision for the City Centre West district, based on an assessment of past experience and future prospects, along with a realistic "road map" of how to get there.

The Urban Village

Through several public consultations, it was evident that the community desired an inclusive "Urban Village" that incorporated future uses into the area through the compatible design of the buildings. Acting on the recommendation of this Plan's Steering Committee, Windsor's City Council adopted the following vision statement:

Building on its history, international riverfront and varied cultural attractions, City Centre West is a pedestrian-oriented urban village where people meet, live, work, shop and play.

The concepts within the Community Vision Statement were articulated as objectives that were also adopted by City Council. These objectives were used to create a community planning framework for City Centre West and to formulate the recommendations summarized as the Community Action Plan. These may be thought of as the "measuring stick" for determining how well initiatives undertaken in City Centre West address the vision held for it. Although they are all interdependent, and may apply in more than one dimension of the desired "Urban Village," each objective primarily addresses one of four aspects:

  • Physical Character
  • Functional Effectiveness
  • Social Ambiance
  • Methods of Action
