The subject property is located on the southeast corner of Mill Street and Peter Street intersection, also municipally known as 3203 Peter Street. This property is designated "Residential" by the City of Windsor Official Plan and zoned "Commercial District 1.6" (CD1.6) by the Zoning By-law 8600. The applicant is requesting an amendment to Zoning By-law 8600 from "Commercial District 1.6" (CD1.6) to "Residential District 2.2" (RD2.2) to allow one multiple unit dwelling containing a maximum of four dwelling units.

The site is located within the Olde Sandwich Towne Community Improvement Plan. For this reason, the owner will be required to submit a separate application for Site Plan Control.

The existing building also known as Maison-Girardot Manor is listed on the Municipal Heritage Register. If the proposed Zoning By-law Amendment is approved, the owner will be required to apply for a Heritage Alteration Permit and submit a Conservation Plan.
