Sandpoint Beach Park Master Plan and Shoreline Class Environmental Assessment​

The City of Windsor is carrying out a study of Sandpoint Beach Park for the purpose of establishing a park master plan and potentially modifying the existing shoreline to improve public safety. The study area includes Sandpoint Beach, Ganatchio Park, and Stop 26 Park​, which are all commonly referred to as Sandpoint Beach.

Project Status

The Environmental Assessment (EA) has progressed to the point where alternative solutions for the shoreline at Sandpoint Beach Park have been evaluated and a recommended solution has been identified. A Public Information Centre (PIC) was held on November 22, 2022, to present the project and solicit feedback. The information boards from the PIC are available below:

The Master Plan has been reviewed with consideration to the feedback received earlier this year.

The completed Master Plan and EA will be presented to City Council in 2023.

Master Plan:

A public information centre was held on May 19, 2022, to present the preliminary design concept and initiate the public consultation process. The information boards​ were available following the meeting, and residents were asked to complete a short survey by June 2, 2022. All feedback will be taken into consideration in the final report.

The Master Plan report is on hold pending the outcome of the Sandpoint Beach Shoreline Class Environmental Assessment. Once the shoreline Environmental Assessment (EA) is complete, the Master Plan report can be updated and finalized.

Class Environmental Assessment

The concept plan developed though the Master Plan process for Sandpoint Beach Park identified a set of potential modifications to the existing shoreline. The shoreline modifications trigger the Environmental Assessment (EA) process, which must be completed prior to detailed design or construction of the project. Through the EA process, shoreline alternatives must be considered and ultimately, a preferred solution will be identified.

The EA will follow the planning process set out in the Municipal Engineers Association’s Municipal Class Environmental Assessment (MCEA). The project team has identified that this project falls under the Schedule ‘B’ of the MCEA.

Problem/Opportunity Statement

The first step in the EA process is to develop a clear statement of the problem or opportunity being addressed. Based on the feedback from the initial Master Plan process, the project team has established the following problem/opportunity statement to help guide the EA process:

This study intends to review and assess possible shoreline modifications at Sandpoint Beach Park in order to:

  • Limit public assess to the neighbouring shoreline area where deep water and strong currents are known to exist;
  • Maintain public access to Lake St. Clair while improving safety;
  • Maintain/improve flood and erosion protection; and
  • Improve the overall function of the park.
