City of Windsor Announces New Commissioner of Corporate Services – Chief Financial Officer and City Treasurer

Windsor City Council and Chief Administrative Officer Joe Mancina are pleased to announce that Janice Guthrie has been selected as Windsor’s new Commissioner of Corporate Services - Chief Financial Officer (CFO) and City Treasurer.

Ms. Guthrie has been with the corporation for the past 24 years and has held a variety of senior financial leadership positions, including most recently as Deputy Treasurer – Taxation, Treasury and Financial Projects.

“Janice has been an ongoing voice of expertise over the years, and brings a wealth of knowledge and experience that my council colleagues and I have come to rely upon,” said Mayor Drew Dilkens. “She’s earned this promotion and I am confident will do an excellent job continuing to serve the residents of our City.”

Past responsibilities included taxation and revenue collection, budget development, financial reporting, reserve enhancement, debt financing and investment management, just to name a few.

“I’ve worked with Janice throughout her 24 years with the corporation,” said Chief Administrative Officer Joe Mancina. “Her extensive knowledge, experience and professionalism will serve her well in this important new role.”

Between 1998 and today, Ms. Guthrie has risen through the ranks, first as an Audit Manager and Internal Auditor, then as Manager of Administration, Manager of Property Taxation and most recently Deputy City Treasurer.

Ms. Guthrie holds a Bachelor of Commerce – honours business administration degree from the University of Windsor and is a Chartered Professional Accountant (CPA) with the Institute of Chartered Professional Accountants of Ontario. She also holds a Master’s Certificate of Municipal Administration from York University.
