Affordable Pass Program (APP) - What Is It?
The Affordable Pass Program is a program that allows riders the ability to purchase a discounted adult or student bus pass, provided they meet the eligibility requirements.
Who Is Eligible?
Residents of Windsor-Essex County may qualify for the Affordable Pass.
There are three ways to qualify when completing an application and submitting proof of eligibility:
Provides clients who are recipients of Ontario Disability Support Program (ODSP) with an affordable pass. This replaces the previous program offered to these individuals. Transit Windsor requires proof of benefits (medical/dental and payment stub). It also allows spouses who are listed on the benefit portion of the payment stub to purchase a reduced price pass, once the application is approved.
Provides recipients of Ontario Works (OW) a reduced price pass if they are not provided a pass by OW. Transit Windsor requires proof of benefits (medical/dental and payment stub).
Provides all members of a household whose combined income is less than Statistics Canada - Low Income Cut-off (LICO) with a reduced price bus pass. Proof of total household income is required. This means that every member of the household needs to submit their gross income by way of the individuals original Notice of Assessment. Household income is defined as the total income of all members of a household aged 15 years or older. Household members do not have to be related. The most current LICO table can be found on the application, which is linked below. For dependants younger than 18 years, proof of Canada/Ontario Child Tax Benefit Notice or Goods and Service Tax/Harmonized Sales Tax (GST/HST) Credit Notice is required.
LICO Acceptable proof includes government issued:
Notice of Assessment from Canada Revenue Agency.
Canada/Ontario Child Tax Benefit Notice - required for dependants.
Ontario Trillium Benefit (OTB) Notice.
Goods and Service Tax/Harmonized Sales Tax (GST/HST) Credit Notice.
Original documents mailed to you from the Canada Revenue Agency, and a photocopy of each document need to be submitted to Transit Windsor with your application.
How to Apply?
APP Applications are available at the Windsor International Transit Terminal, 300 Chatham Street West (at Church) and at the Transit Centre, 3700 North Service Road East (at Central).
Along with the APP application form, applicants will need to submit proof of their eligibility. All applications must be signed and dated by the primary applicant and their spouse.
Original documentation for every member of the household must be submitted to Transit Windsor or verified by Transit Windsor's Customer Service for this application to be processed.
Once an APP application form and supporting documentation have been received by Transit Windsor, processing will take approximately 4 to 6 weeks.
