Housing Analysis and Recommended Strategies
The Housing Analysis and Recommended Strategies - Windsor and Essex County study was first completed by consultants SHS Inc. in 2004 and was commonly referred to as the HARS Report. The Report was updated throughout 2010 and is entitled the Windsor-Essex HARS Special Initiative Study. This study is commonly referred to as the HARS 2010 Report.
This Report is prepared on a regional basis and is the result of a cost-share arrangement and on-going co-operation between the City of Windsor and County of Essex.
The HARS Report 2010 has four components:
- Background Report #1 - Housing Needs Analysis. This Report builds on the HARS 2004 Report and provides background information regarding housing needs in Windsor Essex.
- Background Report #2 - Rationalizing the Social Housing Stock. This Report outlines key challenges to determine the best use of social housing stock.
- Background Report #3 - Social Housing Policies and Programs. This Report provides an inventory and review of social housing programs.
- Background Report #4 - Final Report and Recommendations. This Report provides recommendations for the Windsor Essex region.
The Housing Advisory Committee (HAC) is responsible for the implementation of the HARS 2010 Report recommendations approved by City/County Council.
