Wickes Site - Environmental Site Assessment
The City has assumed ownership of the former Wickes property, now considered a Brownfield site, with the objective to facilitate its clean-up and redevelopment. The site is located along Tecumseh Road East - an arterial road - within an area containing a mix of commercial, residential and industrial uses. The City has removed several barriers to the redevelopment of the property and is seeking a purchaser with the expertise and capability to clean up and redevelop the site.
The site in question was the former Wickes Windsor Bumper Manufacturing Plant (Wickes property) located at 9082, 9100, and 9152 Tecumseh Road East. The site has been largely vacant since the early 1990's with various commercial and light industrial tenants occupying the building after the plant closure.
After assuming ownership of the site in 2009, the City of Windsor retained an environmental consultant to conduct Phase I and Phase II Environmental Site Assessments. The City has secured the perimeter with fencing, arranged for a security service to monitor the property, and performed certain clean-up measures including the removal of barrels and miscellaneous waste materials from the site.
City Council has taken steps to assist with the cost of cleaning up and redeveloping Brownfield sites by approving a comprehensive Brownfield Redevelopment Strategy that includes a city-wide Community Improvement Plan (CIP). The Brownfield Redevelopment CIP makes grants available to offset costs associated with the study and remediation of contaminated sites. The City has received a grant from the Federation of Canadian Municipalities Green Municipal Fund for the Phase III environmental study of the Wickes property which was completed in 2013. Steps have been taken to assess public interest through the issuance of an Expression of Interest and Request for Proposal for the sale and redevelopment of the site.
