Biography
- Councillor Hilary Payne is a licensed Professional Engineer in the Province of Ontario and first came to Windsor as Director of Engineering for the City, subsequently becoming Commissioner of Works (or City Engineer). In 1976 he was promoted to City Administrator where he was responsible for 18 years for the entire operation of the City, comprising fourteen separate departments under the direction of the Mayor and City Council ...
