Spay/Neuter Vouchers for Feral and Owned Cats are Sold Out!!
As anticipated, the City of Windsor's second Spay/Neuter Voucher Program is another huge success. Opened to the public on April 3, 2013 the program's 500 vouchers for feral cats and 500 vouchers for owned cats have been accounted for.
Program Information
Spaying and neutering pets to prevent unwanted pregnancies is the very foundation of effective animal control. In an effort to curb the number of homeless cats in the City of Windsor, City Council has allocated funding in the 2013 budget to provide 1000 spay/neuter vouchers to qualifying individuals. Windsor residents, 18 and over, who fall below certain income criteria or provide care to feral cats are eligible to apply.
How many vouchers were issued?
- 500 vouchers were issued to alter owned cats and 500 vouchers were issued to alter feral cats.
What is the value of the voucher?
- Vouchers have a value of $75.00 (including HST).
What if the surgery costs more than the voucher?
- Any charges over and above the $75 value of the voucher are the client’s responsibility.
How were vouchers allocated?
- Vouchers were allocated on a first come, first served basis subject to availability and eligibility (see chart below).

The 2013 Cat Voucher Program is now closed.
Vouchers were only available by calling 311. Vouchers were subject to availability and eligibility requirements as indicated above. All of the vouchers for the 2013 Cat Voucher Program have been accounted for.
Can I give my voucher to someone else?
- No. Vouchers are not transferable and cannot be redeemed for cash.
Registration for this program began Wednesday April 3rd, 2013.
- Voucher(s) will be mailed to qualifying individuals.
- Please read and follow the detailed instructions on the voucher.
- The voucher must be signed by the client indicating agreement with the program criteria prior to work being undertaken by the veterinarian.
- The veterinarian will also sign the voucher confirming the surgery was performed.
- Lost, misplaced or stolen vouchers will not be replaced or reissued.
- Vouchers will not be honoured if expired (3 months past date of issue).
Where can I redeem my voucher?
A listing of participating Certified Veterinary Clinics will be provided to successful recipients.
Voucher recipients are asked to contact one of the clinics listed on the voucher to confirm price, and to book an appointment prior to services being provided.
Appointments must be booked in advance. Please indicate you have a City of Windsor voucher when making the appointment. Thank you.
