The City of Windsor was divided into 5 wards with two councillors representing each ward. This ward structure had been in place since 1978 when the number of wards was reduced from eight to five.  Over the years, with the exception of ward 4 which increased in size due to annexation of land from the Town of Tecumseh in 2003, the ward boundaries remained intact.

Considerable growth and change has occurred in the City of Windsor over the years, notably in the previous wards 1 and 5 where housing developments were strong.  This led to an imbalance in the distribution of the actual population throughout the five wards.
