One of the key recommendations of the Olde Sandwich Towne Community Planning Study (CPS) is to prepare a Community Improvement Plan (CIP) for Olde Sandwich Towne to help implement the CPS. In June of 2007, the Olde Sandwich Towne Community Improvement Project Area, to which the CIP will apply, was adopted by Council.

Preparation of the Olde Sandwich Towne CIP commenced in January of 2008. An experienced CIP consultant has been retained to assist the City with preparation of the CIP. A CIP is a plan prepared under the Planning Act that allows a municipality to address issues of building and property deterioration and dilapidation, as well as economic and social issues in a community.

If approved by Council, a CIP can allow the municipality to offer the following within a community improvement plan project area:

  • Grants and loans to building owners and tenants 
  • Payment for the whole or part of works to rehabilitate and improve existing buildings or the construction of additions and new buildings
  • Proactive actions such as upgrading and constructing public infrastructure and amenities and acquiring and improving lands

The CIP acts as a framework to use public sector investment to leverage significant private sector investment.

The CPS included an extensive public consultation program with a number of meetings to obtain input from stakeholders and the public on key issues, strategies and actions. With three public meetings planned over the nine-month study period, the Olde Sandwich Towne CIP will continue this foundation of extensive public consultation.

Public Meeting 1:

was held on June 25, 2008 at Mackenzie Hall at 6 p.m. to discuss the vision, goals and objectives of the CIP. A report including recommendations on key planning issues and draft supplemental urban design guidelines was presented at this meeting. Over 40 residents attended this meeting including members of the media. Comments will be received from the public via submission of comment sheets, calls to 311, and 311 online comments.

Public Meeting 2:  

was held on October 15, 2008. The purpose of the meeting was to present the draft financial incentive programs and municipal leadership strategies and actions designed to promote community improvement in Olde Sandwich Towne. Again, Comments will be received from the public via submission of comment sheets, calls to 311, and 311 online comments.

Public Meeting 3: Meeting of the Planning Advisory Committee (PAC)

A meeting of the Planning Advisory Committee was held on Wednesday, December 3, 2008 at 4:00 pm in Council Chambers, Third Floor, 350 City Hall Square West to present reports and plans that have been prepared for Olde Sandwich Towne.

During this meeting the following studies were presented to the Planning Advisory Committee and be available for public comment:

1) Olde Sandwich Towne Community Improvement Plan (CIP)
The purpose of the Community Improvement Plan is to establish the policies, tools and legislative powers needed to pursue the vision, goals and recommendations for Olde Sandwich Towne. RCI Consulting and GSP Group will present the Community Improvement Plan and Supplemental Development and Urban Design Guidelines for Council adoption as well as the Target Areas Planning Issues Report for Council endorsement.

2) The Sandwich Heritage Conservation District Plan (HCDP)
One of the recommendations of the Olde Sandwich Towne Community Planning Study was to hire a consultant to investigate designating Sandwich as a Heritage Conservation District (HCD). The Windsor Heritage Committee has recommended the HCDP (with amendments) for Council adoption under the Heritage Act.

3) Official Plan and Zoning Amendments
Lehman and Associates will present and recommend Official Plan and Zoning amendments for Council adoption. These changes are required to implement the recommendations of the Community Improvement Plan and the Heritage Conservation District Plan.

Public Meeting 4: Meeting of Windsor City Council

The Draft Community Improvement Plan, Draft Heritage Conservation District Plan, Amendments to both the Official Plan and Zoning By-law, and PAC Recommendations will be tabled with Windsor City Council on January 5th, 2009. A meeting of Windsor City Council will be held on:

December 13, 2008 Notice

This meeting is the statutory meeting required under the Planning Act. All documents will be available for public review prior to this meeting. Comments can be submitted to the City prior to the public meeting and members of the public can attend and make presentation to Council at the public meeting. City Council will then make a decision regarding adoption of the CIP at this meeting.
