Councillor Marra, one of four children born to first generation Italian parents, was born in Switzerland and raised in Windsor since he was 3 years of age.  He attended W.D. Lowe Secondary School and obtained his Bachelor of Arts Degrees in both Sociology and Criminology from the University of Windsor. Councillor Marra has also received the designation of a Certified Dispute Resolution Mediator through a joint University of Windsor and University of York program.

Councillor Marra has enjoyed a very successful career in the Criminal Justice field since 1988, and since 1997 he has been the Executive Director of New Beginnings, which provides residential and non-residential Children and Youth Services in Windsor and Essex County. He is also the immediate past Chairperson of the Hôtel-Dieu Grace Hospital Board of Directors and a founding member of that Hospital's Foundation.

Councillor Marra has been an active and avid volunteer in our community since 1986. In 2004, Councillor Marra was appointed to the Ontario Civilian’s Commission.  He served on the Commission for 4 years.  Despite his busy and demanding schedule, in the past, he has also enjoyed coaching Youth Soccer and has twice participated in Christian Missionary trips.  

First elected to City Council in 1994, and re-elected in 1997, 2000 and 2006, Councillor Marra served three consecutive terms as a member of Windsor City Council representing Ward 4 returning to his seat in the most recent election. During his first tenure on City Council, he served on over two-dozen committees, boards and commissions, including the positions of Chairperson of the Windsor Police Services Board, Chair of the Windsor Essex Air Quality Committee, Chair of the Windsor Citizen’s Crime Prevention Committee, Chair of the Windsor Essex Solid Waste Authority, Transit Windsor Board Member, and, a member of the Windsor Planning Advisory Committee, just to name a few.  Councillor Marra has also been very active at the national level as a five-year board member (1999–2003) of the Federation of Canadian Municipalities where he Chaired two National Standing Committees related to community safety, corrections and national parole.

Councillor Marra is grateful for the privilege of once again serving his community as a member of City Council. He is very skilled and passionate on issues related to Crime Prevention and Community Safety.  He was the lead advocate for a tunnelling solution as it relates to the border traffic issue and the recently approved border corridor, and he is deeply concerned about the environmental challenges in our region and the health implications that they create for the residents of Windsor.  Councill Marra has also been an advocate for the creation of a long-term economic blue print for the region and he has been a very vocal supporter for an enhanced high clearance rail tunnel as part of an overall transportation economic pillar for Windsor. 

Bill and his wife Rita have three children, Joe-Anthony, Bianca and Dante.
