Downtown Streetscape

The City is continuing the process of improving the streetscape and upgrading underground utilities within portions of the downtown area (refer to Project Area below).

  • Phase 1, Ouellette Avenue between Pitt Street and University Avenue was completed in 2006. 
  • Phase 2, Ouellette Avenue between University Avenue and Park Street was completed in 2007. 
  • Phase 3, Ouellette Avenue between Park Street and Wyandotte Street was completed in 2009. 

Projected timelines for future construction work:

  • Phase 4, Maiden Lane West and Phase 5, Pelissier Street, University to Wyandotte, 2010
  • Phase 6, Ouellette Avenue, Wyandotte to Elliott, 2013

The City retained the services of Dillion/ENVision Consultants to assist in the preparation of concept plans, contract documents and construction supervision of the streetscape improvement and utility upgrades. The Downtown Windsor Business Improvement Association (DWBIA), as a partner has been assisting in the decision-making process and planning for minimal disruptions to business activity during the construction period.  The DWBIA is also a funding partner. 

 

 
Peace Clock_

On January 12, 2010, the City of Windsor officially dedicated the Bangladesh Peace Clock, which now stands as a symbol of peace and good will in our busy downtown corridor. Situated on the Ouellette Avenue median north of Wyandotte, the stylishly designed clock was made possible by a generous donation of retired Windsor librarian and active campaigner for world peace Mr. A. Aziz Chowdhury.

The Clock, a functional object of public art, was fully designed and supervised during the construction by the City of Windsor’s Urban Design and Community Development, in consultation with Mr. Chowdhury, and aligned with the Downtown Windsor Utilities and Streetscape Improvements Phase-3 Project construction in 2009. 

The cost for the project was $60,000, half of which was supplied by the donation from Mr. Chowdhury.  Additional donations were graciously made by the clock’s contractors.  In keeping with Mr. Chowdhury’s interest in stimulating pedestrian activity in the downtown core, this humble time piece was designed and built at a height that would place it clearly at eye level for people enjoying downtown by foot.

The clock is set against a backdrop of three flags, Canada, City of Windsor, and Peace flags.

Streetscape Project Area

All streetscape improvements and utility upgrades are focused along:

  • Ouellette Avenue (Between Pitt Street and Elliot Street)
  • Pelissier Street (Between University Avenue and Wyandotte Street West)
  • Maiden Lane West (Between Ouellette Avenue and Pelissier Street)
 
Sidewalk Corridor

Sidewalk Corridor Principles:

  • Curb Side Zone:  consisting of a width of 5' to 6'; considered the "service or infrastructure" zone and the location for street furniture, street trees and infrastructure serving the public
  • Pedestrian Path Zone:  consisting of a width of 10' (on Ouellette and a minimum width of 8' on other Theme Streets); must be a predictable and clear, unobstructed route
  • Building Side Zone:  width consists of the remaining space on the sidewalk corridor; considered the "encroachment zone" where activities can occur related to the abutting property:  sidewalk cafe, sidewalk sign, outdoor sales, etc.
