The City of Windsor proposes to construct a new road-rail grade separation on Walker Road at Grand Marais Road. The purpose of this project is to reduce traffic congestion and enhance public safety. Currently, up to 26 long trains per day cross at this location, causing considerable traffic disruption. Delays on Walker Road caused by trains are expected to increase significantly as a result of CPR's proposed VACIS (Vehicle And Cargo Inspection System), which scans rail car contents as they pass, which became operational October 18th, 2005.

The scope of this project includes the construction of a subway structure to bring Walker Road under the CPR tracks, including construction of retaining walls, a new bridge structure for the railway, and the associated approaches for Walker Road and Grand Marais Road.

A provincial environmental assessment was completed for this project in 2001 in accordance with the Class Environmental Assessment process for Municipal Road projects, under the Ontario Environmental Assessment Act. A federal environmental assessment is currently has been completed for this project under the Canadian Environmental Assessment Act.
