Sandwich Heritage Conservation District Conservation Plan Final Draft Report

The Sandwich Heritage Conservation District Plan DRAFT Final Report will be presented to the Windsor Heritage Committee at their regular meeting on August 13, 2008 at 5:30 pm. The Sandwich Heritage Conservation District Plan DRAFT Report has been prepared to provide a framework for the protection, management, and enhancement of the proposed Sandwich Heritage Conservation District. Ward Residents Speak Out About Community Strategic Plan

Hundreds of residents turned out in January to provide ideas on culture, economics, environment and government in five community meetings centred around the City's people-based Community Strategic Plan. Meetings were held in each of the city's five wards.

The community priorities workshops were led by facilitator Bob Woodburn, a consultant from Woodburn Life Balance Associates Inc.

The information gathered at the community workshops will influence the city’s 2007-2010 budget process and the updating of the Community Strategic Plan.

Participants were divided into small groups for discussion on nine different questions. Led by volunteer facilitators, the public’s comments were recorded and each group was asked to respond during the report-back portion of the evening’s agenda.

Findings from the community meetings were compiled for a February 1 presentation to community leaders. A final report will be provided to City Council.

Annexed Lands Master Planning Study

Public Open House - Thursday September 7, 2006
The City of Windsor has initiated a Master Planning Study for the lands transferred from the Town of Tecumseh. These lands are approximately 2500 hectares in area, and include the Windsor Airport and are generally bound by Highway 401 to the south, the E.C. Row Expressway to the north, Walker Road to the west and a portion of Banwell Road to the east, as shown on the map below. The Purpose of this Open House is to display and receive comment on two land use concepts for the transferred area, including the background studies that went into the development of the land use concepts. The input received from the public will be used to assist in the evaluation, selection and refinement of a preferred concept and associated land use designation and policies. All interested persons are invited to attend. Location: Windsor Christian Fellowship Church – 4490 7th Concession(off of Walker Road, Across from Costco)

Proposed Wind Turbine Zoning Regulations

The City of Windsor Planning Advisory Committee and Council will consider changes to General Zoning By-laws 8600 and 85-18. The Planning Department is recommending changes to the zoning by-laws to permit, in a more consistent manner, the erection of wind turbines in all zoning districts. Regulations governing minimum separation from a dwelling (both on or off site), minimum lot area and maximum tower height would apply.

Forest Glade North Planning Area Secondary Plan
December 10, 2003

Public Open House No. 2

The City of Windsor has retained Marshall Macklin Monaghan Limited (MMM)to assist in preparing a Secondary Plan for the Forest Glade North Planning Area, which is bounded by Tecumseh Road East to the south, Lauzon Parkway tothe east, and the CN Rail corridors to the north and west, as illustrated in the Figure below.

Public Notice

A number of factors have necessitated the need for a comprehensive review and new direction for the Forest Glade North Planning Area, including:

  • The need for more detailed planning and policy framework to ensure the comprehensive development of this large underutilized and strategically located area;
  • Pressure for Commercial type uses as opposed to the Business Park uses currently envisioned by the Official Plan; and
  • The potential western extension of Catherine Street and its connection to the south or west.

The purpose of this study is to prepare the background material necessary to support a Secondary Plan and then prepare the Secondary Plan for theForest Glade North Planning Area. The Secondary Plan will detail and complement the more general planning policies of the City of Windsor Official Plan: Volume I.

The purpose of this Open House was to present the preferred Secondary Plan and Land Use Plan for the Forest Glade North Planning Area.

Hydro Corridor Lands
October 22, 2003

The Government of Ontario has assumed ownership of Hydro One Networks transmission corridor lands. In addition to electrical transmission and distribution that the corridor lands provide, the government is also interested in providing opportunities for secondary uses that would benefit the public.

Municipalities across the Province have been primary users of corridor lands for transit, parks, trails, road crossings, parking lots and other secondary uses.

The purpose of this public open house is to receive public input on potential municipal secondary land uses for corridor lands.

There have been Public Open House sessions held for the purpose of introducing and receiving input on three preliminary land use concepts for the recently annexed territory, including the background studies that went into the development of the land use concepts. Servicing issues that have been identified by the Master Servicing Study were presented. The input received from the public will be used to assist in the evaluation, selection and refinement of a preferred concept and associated land use designation and policies in the near future.

St. Clair College Planning Area Lands
June 19, 2002

During 2002 there were two public open house meetings. Please click on the following link to view the details of the first public open house meeting:

The first public meeting allowed the opportunity for public input. The second public meeting unveiled three (3) alternative development concepts generated in part on the information received at Public Information Centre #1. The public was asked to rank various elements of the three alternativedevelopments concepts and to express their overall desire for development within the planning area.

The third public meeting was scheduled for Fall 2002, but has since been delayed to address various significant land use concerns raised. Once the concerns are addressed, a preferred land use plan will be unveiled and presented at a Public Information Centre which will be followed by the development of a draft Secondary Plan.

The City of Windsor retained the services of Marshall Macklin and Monaghan Limited to prepare the Secondary Plan. The lands located within the Secondary Plan Area are bound by Highway 3 to the west, Cabana Road to the north, the eastern limit of the St. Clair College lands, and Cousineau Road to the south. The factors that necessitated the need for a comprehensive review and a new direction for the St. Clair College Planning Area included:

  • The implementation of the majority of planning directions previously established for the westerly portion of the Planning Area;
  • The planned expansion of St. Clair College's educational and residence facilities;
  • The potential signalization of the College's entrance at Highway 3 in concert with a proposed arterial road connection to the Town of LaSalle; and
  • Development interest in the St. Clair College Environmentally Sensitive Area (ESA).

The Secondary Plan will detail and complement the more general planning policies of the City of Windsor Official Plan, thereby ensuring the orderly, efficient and appropriate development of the St. Clair College Planning Area lands. Sandison Development Plan

The City of Windsor Planning Advisory Committee will consider recommendations of the Planning Department related to policies regarding the creation of detailed planning policies for the future development of the area located between Howard Avenue and the DRTP Mainline (formerly CN CASO) from Cabana Road East to the intersection of Howard Avenue and South Cameron Boulevard. These lands currently consist of existing residences, vacant lands, future residences, commercial uses, and institutional uses.

Detroit Windsor Tunnel Constraint Area Policy

The City of Windsor carried out a study to determine what, if any, potential conflict may arise between new construction and the Detroit Windsor Tunnel. The result of that study was the identification of a development constraint area around the Tunnel that will require that any construction to take place in the development constraint area will require further study and investigation to determine possible impacts on the tunnel and to determine what impacts the ongoing operation of the tunnel may have on the development proposed.
