The Role of Social Services Social Services works closely with Windsor and Essex County Fire Services and the County of Essex Emergency Planning Team to ensure that the residents of Windsor and Essex County are well served in the event of an emergency. In an emergency, the primary responsibility of the Social Services Department is to establish an emergency shelter that can be accessed by evacuees. Within the shelter, the department ensures the provision of registration and inquiry services, food, clothing, lodging and counselling for all individuals displaced due to the emergency. The shelter may be located in Windsor or Essex County. Social Services works in collaboration with community partners such as the Red Cross, Salvation Army, Victim Services, the Boards of Education, Multicultural Council, Amateur Radio organizations, and Animal Shelters.
