Prevention of Homelessness In 1999, the City of Windsor was designated as the Service System Manager for Homelessness by the Provincial Government. Since that time, the City has worked to meet the needs of persons who are homeless or at risk of homelessness through a variety of residential and non-residential programs. In addition to Emergency Shelters and Domiciliary Hostels, the projects listed at the top of this page have also been established. Follow the links above to learn more.
