- A centralized application system, known as the Central Housing Registry, Windsor-Essex County (CHR-WEC) was established in November 2002.
- The Central Housing Registry receives applications, assesses eligibility and coordinates a common waiting list for housing providers who are mandated to participate in the centralized access system.
- Responsibility for administering this function, including appropriate accountability, was delegated by the Service Manager to the Windsor-Essex Community Housing Corporation (WECHC) under a Service Agreement.
- Under the Social Housing Reform Act, the City of Windsor, as Service Manager, was responsible for establishing an access system, including how it would be administered, to ensure that rent-geared-to-income social housing in the community was accessible to people in need. This access system became the CHR-WEC.
