- Federal Housing Programs were administered, until March 31, 2001, by the Federal government through their housing agency, Canada Mortgage and Housing Corporation (CMHC).
- In November 1999, the Province of Ontario became responsible for administering these programs under a Federal/Provincial Social housing Agreement, preserving the existing Operating Agreements.
- The responsibility of a majority of the Federal programs was transferred to the Service Manager, along with funding. The Service Manager administers the programs according to an existing Operating Agreement between the individual Federal housing Providers and CMHC. They include Private Non-Profit Corporations and aboriginal or Urban native housing developments. Provincial rules for Rent-Geared-to-Income (RGI) under the Social Housing Reform Act do not apply to Federal units.
