Background The identification, listing, evaluation and protection of built heritage resources is an ongoing process. The first step towards heritage preservation is generally making a list of those properties in the community that are of architectural and/or historic interest. Even before the Windsor Architectural Conservation Advisory Committee (now the Windsor Heritage Committee) was established in 1975, volunteers were developing a list of important heritage buildings in the city. This list became known as the Windsor Heritage Properties Inventory (WHPI). It was used as an in-house planning tool that identified buildings of interest. The changes to the Ontario Heritage Act in 2005 have caused municipalities all over Ontario to review their listing of heritage properties and to officially approve a "heritage register."
